The House of Representatives is the lower house of the United States Congress, the bicameral legislature of the United States. Unlike the Senate, whose members were appointed by state legislatures until the passage of the Seventeenth Amendment to the US Constitution in 1913, the House has always been popularly elected. There have been 435 members of the House since the passage of the Reapportionment Act in 1929, all serving two-year terms and up for re-election at each biennial general election (there were fewer members in the past; the number of representatives increased as new states were added). Each member of the House represents a single-member congressional district elected on a first-past-the-post basis, although until the passage of the Apportionment Act of 1842 some congressional districts did elect multiple members and some states apportioned their representatives on an at-large (statewide) basis.
The House shares responsibility with the Senate for passing legislation. It also possesses some unique powers; all revenue bills (that is, legislation related to government spending) must originate in the House before moving to the Senate, and the House has the power to impeach the President and other members of the federal government. In the event that no presidential candidate wins a majority of votes in the Electoral College, the House also has the power to elect the President in a contingent election under the Twelfth Amendment to the US Constitution.

- The Speaker of the House of Representatives, who is both the presiding officer of the House and the de facto leader of the majority party in the House (this latter role is in contrast to the Speaker in many parliamentary democracies, which is often an explicitly non-partisan role);
- The Majority Leader of the House of Representatives, the de jure parliamentary leader of the largest party in the House;
- The Majority Whip of the House of Representatives, responsible for encouraging members of the majority party in the House to vote along party lines;
- The Minority Leader of the House of Representatives, the leader and highest-ranking member of the minority party in the House;
- The Minority Whip of the House of Representatives, performing the same role as the Majority Whip for the minority party in the House.

- The House Committee on Ethics, created in 1967;
- The House Committee on Financial Services, created in 1865;

- The House Committee on House Administration, created in 1947;
- The House Committee on the Judiciary, created in 1813;
- The House Committee on Natural Resources, created in 1991;

United States House Committee on Education and Workforce
The U.S. House Committee on Education and the Workforce is the standing committee in the House of Representatives responsible for overseeing elementary, secondary, and post-secondary education in the United States as well as labor issues.1 The committee was initially formed in 1867, with responsibility for both education and labor, before those dual responsibilities were split in 1883 into separate Education and Labor committees. The current form of the committee was organized under the Legislative Reorganization Act of 1946, which re-combined the Education and Labor Committees into a single committee.2
A note on naming: the committee that was re-formed in 1947 initially re-adopted its old title, the House Committee on Education and Labor. Following the 1994 Republican Revolution, the name of the committee was changed, first to the Committee on Economic and Educational Opportunities and then, in 1997, to the Committee on Education and Workforce. When Democrats retook control of the House following the 2006 midterm elections, the name of the committee was reverted to Education and Labor. Republicans then changed the name back again to Education and Workforce following their victories in the 2010 midterm elections; the name of the committee has subsequently changed with every change in the majority party in the House.2
The first chair of this committee was Rep. Jehu Baker of Illinois. As of February 2026, the current chair is Rep. Tim Walberg of Michigan.

The U.S. House Committee on Energy and Commerce is the standing committee in the House of Representatives responsible for maintaining ethical standards among members of the House. Unlike other House committees where the majority party also has a majority on the committee, the Ethics Committee is evenly divided between both Democrats and Republicans.1 While the House has always had the ability to set guidelines on ethical issues for its members and to discipline transgressions, it was only with the establishment of the Ethics Committee in 1967 (formally known as the Committee on Standards of Official Conduct until 2011) that uniform standards and disciplinary procedures were put in place.

The U.S. House Committee on Financial Services is the standing committee in the House of Representatives responsible for overseeing the private-sector banking and insurance industries, the Federal Reserve, the Department of the Treasury, and more. The influence this committee holds over the U.S. financial system makes it one of the more powerful and prestigious committees in the House. This committee was spun out of the Ways and Means Committee in 1865 as the House Committee on Banking and Currency, before adopting its current name in 1968.1
