The Senate is the upper chamber of the United States Congress, the bicameral legislature of the United States. Unlike the lower chamber, the House of Representatives, seats in the Senate are not apportioned on the basis of population. Instead, each state in the United States is entitled to two Senate seats, regardless of its size or population. The intention of this is to give individual states greater representation in the federal government. Indeed, this function of the Senate was more explicit prior to the passage of the Seventeenth Amendment to the U.S. Constitution in 1913, which introduced direct popular election of senators. Before this time, senators were selected directly by state legislatures.
Both before and after the adoption of the Seventeenth Amendment, senators have served six-year terms. The terms of the two senators from each state are staggered such that (barring special elections due to a death in office or resignation) each state will only elect at most one senator in each general election cycle. In one out of three election cycles there will be no scheduled Senate election in any given state.
Like the House of Representatives, the Senate is involved in passing legislation. However, whereas in the House legislation requires only a simple majority to pass the chamber, the Senate de facto requires a supermajority (60 out of 100 senators) to overcome the parliamentary maneuver of the filibuster and advance legislation to a final vote (although note that in recent years some votes, such as confirmations of Supreme Court justices, are no longer subject to the filibuster). For this reason, it is typically much more difficult to pass a bill through the Senate.
The Senate possesses many other powers as well. Presidential appointments (e.g. cabinet secretaries and federal judges) require confirmation from a majority in the Senate. The Senate also has the power to accept or reject international treaties, requiring a two-thirds majority to secure approval. Furthermore, the Senate plays a role in the impeachment procedure; while the House can initiate and vote on impeachment of the president or cabinet officers, the impeachment trial is held in the Senate.

Richard Henry Lee
Notes: Lee was late in his political career by the time he was elected to the office of President pro tempore, and he held the office for just six months1 before being forced to resign due to ill health. He was better known for his earlier political activities. He drafted the Lee Resolution in June 1776, calling for the colonies to become independent and paving the way for the Declaration of Independence of July 4 that year.2 Later, in the 1780s, he was a noted anti-federalist during the debates over the ratification of the U.S. Constitution.3
